The members talk about this batsu game some years later and there they say that it is funny because the foreigner has such bad pronounciation that it becomes funny.
Actually, I did try out a program a while ago that could upscale and enhance low-resolution videos. I can’t remember its name, but it’s version for photos was called Photoacute. From what I remember, it was very, very slow, but did produce decent results. That may be a lead worth exploring.

I searched the software and it turns out there’s none. Almalence (Company behind Photoacute) no longer has the software for videos you mentioned.
Well, darn. Now that I think more about it, I seem to remember that while I was researching programs and methods for upscaling images, I came across some sort of program/script for MATLAB that took an input image and upscaled it into a higher-resolution image. I believe it was developed by a professor and/or his grad students at some university.
Now, I’m no expert in Matlab or video file formats, but I do believe that if we could find that script, modify it to loop and treat each frame of an input video (I’ll guess avi format might be easiest to work with) as a separate image, enhance each frame, and then output the new frames into a new video file, then we would have an upscaled batsu game. Of course, we might have to use other programs to decompress the input video and recompress the output video, such as VirtualDub, Avidemux, or others, but it could be a viable option, if everything I just said comes as easily as I hope.
No, not at all, VideogameDC. Of course, processing each of the myriads of frames in the video by hand would take ages, which is why I thought of using a script to automate the process. The Matlab script would process the video file directly, and do all the work for us. Of course, it’d probably take a few hours for a video as long as a batsu game, but the process would require zero manual work from the user while it was underway.
UPDATE: I can’t do it, my PC refused to render the video by giving me an estimated finish time of 4 frigging hours!! I could upload the raw video (With the original size, but great quality) if you want.
