No, he is the same.
I found him, his name is "Nontachai" (ノンタチャイ, in japanese), but no idea if he is a champion or just a teacher.

Remmember in the Thai Kick Oogiri Daigasen? He is not the actual Thai Kicker, so that’s why I was doubting.
I do also remember different faces from the Thai Kick Punisher. Even in the Pop-up Pirate minigame. Sometimes he laughs or smiles along, whereas in other occasions he seems as he doesn’t understand japanese at all. Even the K-1 / kickboxer vereran Kôzo Takeda was invited in a New Year’s Eve batsu special to deliver ‘love’ to those who failed at the games
EDIT: That fighter is definitely the one in Tanaka’s Thai Kick Revenge episode, but I remember someone younger w/ different hairdo in other episodes.
